We are currently changing from HP 2624 switches to Cisco 2950s. On the HP switches we were able to ftp IOS upgrades from switch to switch. Is this capability available on a Cisco 2950 or 3550?

You should be able to. I did find the command in 2950/3550(never tried it myself, but should work)

3550_stack_master(config)#tftp-server flash:?

flash:c3550-i9q3l2-mz.121-19.EA1c.binflash:config.old flash:config.text

flash:env_vars flash:private-config.text

flash:system_env_vars flash:vlan.dat

I would consider using a tftp server to serve these files. The problem with using switch to switch transfer is that tftp protocol is unreliable in these transfers. Try setting up a Solarwinds tftp server. It is free @ http://support.solarwinds.net/updates/New-customerFree.cfm and it seems to work flawlessly.
