TTY Background process is high

We have one 3548 XL Switch in our network that is very sluggish when connecting through telnet and the console. When using the show processes cpu command - the TTY Background process is 26.05%(5sec) 23.01(1min) 23.92 (5min), the overall switch cpu utilization is 68%/5%(5sec) 67%(1min) 66%(5min). All other switches operate between 37-53% utilization. I do not see anything specific that would be causing this switch to behave in this manner.
