Does it mean if you have any static routes, the routing protocol will also advertise these ?

Carl,
Redistribution is the process of advertising the routes learned by a routing protocol to another routing protocol. It includes advertsing your static routes and default routes also.
Here is the link on redistribution :

If you don't configur it. Static routes configured on the router, will not be learned by other routers though a dynamic routering protocol like ospf, eigrp etc.. sometimes thats is just want you want, and sometimes you will want the other routers to learn the route as well, then u use this command.
