I don't know that particular file - what is the MIB name? All the MIBs can be downloaded by MIB name here:

That's the name of the file, but I'm afraid the tool I gave you doesn't have the facility to download by filename. Normally I would guess the MIB structure would be called CISCO-ALL-MIB, or something like that, but I didn't find it in the list. Is it supposed to be a composite of all the Cisco MIBs together?
There is a guide to loading the Cico MIBs that suggests how to load the MIBs, and in which order.
You can get the individual MIBs from the tool I gave you.
A search for CiscoAllMibs.my on CCO and TAC reveals nothing. Sorry, best I can do.
