The defination of ASBR is to router running both OSPF and other routing protocol such as RIP. If this is the case then stub and totally stub
can't be configured on ASBR router, infact, the router will not even accept the command.
If I am redistributing some loopbacks on a router running ospf
int lo1
ip address 172.16.1.1 255.255.255.0
int lo2
ip address 172.16.2.1 255.255.255.0
router ospf 1
redistribute connected subnets.
Does this make my router ASBR since I am redistributing connected routes as they will be seen E2 routes on downstream routers?

The definition of a stub router is a router contained entirely in one area
The two can not be the same.
Your router will redistribute connected routes but your config has no network command so the router will not form an OSPF neighbour, hence will not propogate E2 routes downstream.

You can make the area a not-so-stubby area, and the redistribution will work. Or you could make ti a totally not-so-stubby area.
