How do I built my own ISP complete system?

I need to know the components involved,
and the kind of cost and people to hire
to help me. I do not want to subscribe
to any existing ISP. Thank you in advance.

Are you going into business as an ISP? If not, you may be on the wrong track here... consider that ISPs "subscribe" to one another. This is how the Internet works, some ISPs have bi-lateral peering arrangements with their peers, some are "pay for packets" access. If you're planning on transiting traffic, you could call yourself an ISP. Feel free to drop me a line if you'd like to explore this further. shaun.skillin@inetexperts.net
