BGP neighbor default originate command

In BGP, when using neighbor x.x.x.x default-originate must the 0.0.0.0/0 be permitted in a prefix list? Or does it get announced regardless if it is explicitly allowed by a prefix filter.  Thanks.

With this command, the default route will be advertized even if there is a outbound route-map or outbound prefix-list denying it.
