change user bandwidth after certain time

hello

i have asr router as pppoe and linked with radius server i need if a connected user start download and consume bandwidth 10 mbps for 2 minutes i need to lower his policy to 5 mbps . how can i do it ?

its require manual intervention many scripts to run on background to achive this, rather why not give user stable bandwidth ?

based on apllication and restrict on downloads.
