Cisco D9865 Satellite Receiver App

I was having some issues with my decoder, so I loaded the Safe App, then deleted all Apps that were saved on it.  I have it working, but now it won't download any newer Apps.  It is stuck on App 1.0.  I have downloaded the newest App from Cisco, below, but how do I get it loaded?
