I don't recall whether any IOS versions of CBWFQ default FQ. Behavior and features do vary somewhat between IOS versions and/or platforms.
There is a "fair-queue" policy-map class command. (NB: besides class-default, with HQF other classes support the command too. Another difference, in HQF variants the fair-queue command is just FQ but pre-HQF, fair-queue command is actually WFQ. Lastly, pre-HQF WFQ individual flows compete against other classes [on most platforms], in HFQ FQ, all class FQ flows share the class's bandwidth allocation.)
