According to the attached documentation, when purchasing the FPR1010T-SBE-L license, the customer is entitled to device management via CDO.

To our surprise, apparently, to make use of CDO, the customer needs to purchase the CDO base license (CDO-SEC-SUB).

It makes no sense to have a low-cost Small Business offer that to function properly you need to purchase an additional high-cost license.

In the link that you send, in any place say that for CDO management, CDO base license (CDO-SEC-SUB) is required.
