SASD 7.0 and Windows 8.1

I am currently running VSOM 7.0 and have had no issues with windows 7 but I have a user that is using a surface pro with windows 8.1.  I have tried to access the VSOM through internet explorer and it fails to load the components stating that vsmc70Rt.dll failed to register.  I have tried the SASD from the VSOM server and get the same error.  Does anyone have any suggestions how to get the software to work either through the SASD or the web version?

These are recommended workstation required to fully funcation with VSM enviornment.

Windows 7 64-bit

Windows 8 64-bit

as these are being tested and found no issue ..it may or may not run using other workstation which is under the cisco doc.
