I have encountered the exact same issue with an alternate ONVIF 2.4.1 camera. I too was able to successfully leverage the camera via the open source 'ONVIF Device Manager'. Unfortunately, I wasn't able to really dig into the issue to determine which party wasn't properly implementing the ONVIF compliance. I have to admit my current assumption is that it's a problem with Cisco's ONVIF implementation as opposed to these other vendors.
Unfortunately, I don't really have any recommendation for you other than opening a case with Cisco TAC and/or local Account Manager and explain that the advertised ONVIF functionality isn't working as advertised :-S
