I am trying to install Duo on my Wazuh OVA(Amazon Linux 2023) with the directions found on Duo, but when installing pam-devel I get a 404 for https://pkg.duosecurity.com/AmazonLinux/2023.6.20250317/x86_64/repodata/repomd.xml (IP:3.170.152.60)

Try this:
https://docs.aws.amazon.com/linux/al2023/ug/deterministic-upgrades-usage.html to override the releasever value - to make releasever value = 2023 and not 2023.6....
