What is NTP peer dispersion?

The official cert guide for the CCNP ENCOR exam states:

Root dispersion = the calculated error of the actual clock attached to the atomic clock

Peer dispersion = the root dispersion plus the estimated time to reach the root NTP server

Here is what confuses me:
In every example of show ntp status that I see, the peer dispersion is less than the root dispersion.
How can that be if it's the sum of the root dispersion and the latency to the NTP server?
