What could be the issue when a link connected to interface GigabitEthernet0/0/2.582 does not come up on the production router but works on a test router.
The config on the interface are okay.

Hello,
Please post your question in the main Routing section. MPLS is not supported on Small Business routers (RV series) so there is less chance for someone to answer you quickly here.
