Port Forward and Access Rules RV260W

I'm trying to set up port forwarding and access rules to allow a mysql connection into our local network from our web service. I'm able to forward the port and get good traffic until I enable access rules.

 

Here's what I'm trying to do:

Allow the website to connect over the wan

Deny all other wan traffic

Allow anyone on the local network to connect

 

Below you will see that I've got our webserver's IP address listed as the single source that can connect over wan, but it is not able to connect.

When I disable the access rules, I can connect. When they are enabled, I can't. What am I missing?

Mysql Server is the outside network?  WebServer inside network what port? you try to connect.
