I have the RV110W Firmware 1.2.1.4, and when power is lost the date and time becomes incorrect. How can I prevent this time change without using NTP service ?

You can't. Those appliances don't have the capability to "remember" time. NTP/SNTP is the only way to ensure the time/date settings gets automatically synchronized.
Look, you can configure the appliance to synchronize to something INSIDE the network which has a "trusted" time synchronization, like an Apple MAC.

This is an oversight in the deign of the RV110w as I have another Wireles router which when it looses power does not lose its fixed time. I would expect a battery backup to be incoroporated into the RV110W as time is important for DHCP as well as logs.

That's incorrect.
If there is an absence of a valid SNTP/NTP configuration ALL Cisco appliance will lose time after a reboot.
