I recently upgraded a pair of ASR-1001-X's that were in our DC Storage for a while to repurpose them elsewhere. I brought them from running code 3.16 to 17.3. As a prerequesite, based on the upgrade matrix I also needed to upgrade the rommon as well, so I upgraded this to (173-1r). After upgrading both rommon and the ios code, I am beginning to see issues with using 10G Interfaces on the router. When enabling my 10g interfaces, I see the following msg:
*Nov 20 15:38:12.413: %LINK-5-CHANGED: Interface TenGigabitEthernet0/0/0, changed state to administratively down
*Nov 20 15:38:15.254: %IOSXE_SPA-6-UPDOWN: Interface TenGigabitEthernet0/0/0, link down due to local fault
*Nov 20 15:38:15.314: %IOSXE_SPA-6-UPDOWN: Interface TenGigabitEthernet0/0/0, link down due to local fault
I am currently running eval for my 10g Licenses on the box until I receive my permanent licenses from my var, and still have 8 wks left so I assume it's not a licensing issue. I have also read through Cisco Bug Documentation and saw that this was a "bug" that existed on later 15.X code, however, I am running 17.3 code now, so I do not think this is the root of the issue either. I reached out to an engineer that started before me and had used these routers in the past and he states that the 10g interfaces worked fine before me so, I can assume that at one point they were working just fine before my code upgrade. My 1gig interfaces work just fine with no issues, this weird issue only affects my 10g interfaces at the moment. Any idea what may have gone wrong here? Thanks for any comments.

is this worked before you upgrade the code ? how about shut and no shut - is this fix the issue?
can you post the below information :
show Interface TenGigabitEthernet0/0/0

Yes, engineer who worked on this router before me years ago stated that it worked w/o any issues before my upgrade. If I preform a "shut / no shut" on the 2x ten gig interfaces the same issue appears. Where it states there is a fault and the interface shows in a Down/Down State.

What was the reason for the need to upgrade to 17.X.X?
11-20-2022 03:30 PM
It was originally running on old code (3.X) and before I removed it from storage to place back into production I wanted to upgrade the code to gold star,
11-20-2022 03:38 PM
Unless there is an operational need, I would strongly recommend downgrading back to the original working version.
11-20-2022 03:46 PM - edited 11-20-2022 03:50 PM
Understood. I will downgrade back to 3.16 to see if that fixes my issue. The only thing is that TAC typically will not work on a case issue in an appliance unless you are running supported code. Thus the reason why I wanted to go ahead and upgrade the box prior to adding it into production, in case support from TAC is needed in the future until we can have the router refreshed. I will let you know how it works out after downgrading back to 3.16.
11-20-2022 03:59 PM - edited 11-20-2022 04:00 PM
I just downgraded the running code to 3.16, however, I am still receiving the same errors, unfortunately.

"local fault" to all two 10 Gbps ports?
Please post the complete output to the command "sh license feature".

Correct, only the 2x 10G Ports are reporting this issue. 1Gig is just fine.

I see. I had thought that the 20g throughput license would suffice, but perhaps not?

Ooops. I did not notice the 20G license.
If there are SFP+ installed, remove it, wait for about 5 seconds and insert them back in.
