1751, how to avoid IOMEM reservation

CISCO1751, 64D/32F, no VIC/VWIC/PVDM inserted, c1700-ipvoice-mz.123-21

I have the following messages during boot up process on the router.

> Smart Init is disabled. IOMEM set to: 20

> PMem allocated: 53687296 bytes; IOMem allocated: 13421568 bytes

There is a complete console output contents in the attachment when router doesn't have any startup-config.

Is it possible to enable "Smart Init" to avoid 20% reservation of the iomem FOR SOMETHING ?
