I have a 2501 router that I use as an access router. When i boot it up all I get is this,

nothing else after those lines, i cannot Ctrl+Break to get into rommon. If i remove a memory module and try to boot it I get this.

Bad memory - wrote zero, read 0xFFFFFFFF at location 0x00000010
any ideas?

I know it sounds silly, but how much time did you allow it? Some old 2500s can be S--L--O--W to boot. I don't know whether it's my imagination, but it seems that if you put "unknown origin" memory modules in it, it is worse.

Is the fan running? Try reseating all memory. Try using different memory if you have it.
