My 3660 (running 12.2(8)T5) is not bringing up more than 924 VCCs for some reason. The interface says 1023 maximum:
1023 maximum active VCs, 924 current VCCs
Any VCC I create further than that shows an end-to-end connection on the router and the far end, but the VCC status shows "INACTIVE."
Has anyone witnessed this behavior or am I missing something?

Hi, you might may be running into a "vci bits per vci" issue. Check if that applies to your config:

Thank you for the quick message, but unfortunately the vc-per-vp value doesn't apply, since the NM-1A-OC card has a fixed range of VPIs and VCIs. The maximum number of IDBs (1400) has not been reached yet either.
