Can anyone tell me what the LED is to the left of the power switch on a Cisco 3660 router is? And what it means when it is orange?

Try looking in the hardware guide.
Page 117 shows you you the rear-panel of a 3660. Identify the LED and read the various explanations.

if your question is regarding LED to the left of power supply LED at front panel, then it is the SYSTEM LED. If it is amber, it means Router is receiving power but not functioning properly. Possible power-on self-test error or over-temperature condition detected.
if you are referring to some other LED, then this URL can help which give you information of LEDs at front and rear panel of 3660 router.
