Is the NPE-400 standard in the router? In other words is it shipped with the router?

Depends on the bundle that you order.
1. Base system
C7206VXR/400/GE = 7206VXR with NPE-400 and GE+E IO controller
C7206VXR/400/2FE = 7206VXR with NPE-400 and IO Controller with 2FE/E ports
2. Security
7206VXR400/2+VPNK9 = 7206VXR, NPE-400, VAM2+, AC power, 512 sys mem, SDM
3. Voice
C7206VXR/VOICE/400 = 7206VXR w/ NPE-400, Voice PA PA-VXC-2TE1+, I/O contlr w/ 2FE

The 7206VXR chassis has a number of different processors including the NPE-400, the NPE-G1, the NPE-G2, and the NPE-225 show up in this data sheet for the 7206VXR:

I do not know that we can say that any engine is standard. When you order a 7206VXR you specify which engine you want in it (and it is priced according to which engine you order).
