ACL on celluar interface?

I have a EHWIC-4G-LTE-VZ module on a Cisco 2921 router.  Mobile routing was working fine.  I can ping destination IPs.

Now I want to apply ACL on the cellular (outgoing) interface.  If I apply it to interface celluar0/0/0, it didn't take effect (counter didn't go up).  I tried to apply it to the Tunnel0 and got message "%Tunnel0 used by Mobile IP, configuration not allowed".

Where I shall apply the ACL?

On whatever interface has an ip address on it.

Worst case, apply it to the "inside" interface.
