I keep getting this error in my SYSLOG monitoring software:

51185: NEW_FAY1: Dec 29 08:37:54.431: %OSPF-5-ADJCHG: Process 200, Nbr 10.130.12.1 (unresolved) on Tunnel13012 from EXSTART to DOWN, Neighbor Down: Too many retransmission's

Any ideas what might be causing this?

Too many retransmissions suggests that your device is attempting to establish an OSPF neighbor relationship. It is sending packets but receiving responses. After a number of attempts to retransmit without receiving a response it generates the error. What does this tunnel connect to? What, if anything, does that device show about OSPF processing on that interface?
