adsl2 slow as adsl1

Here is cisco 857 working with adsl2 service. But as attached sh dsl int atm0 record, the download speed is ADSL1. Is that ISP issue or router configuration?

Seems like you're very far away from CO, with 50 and 29 dB attenuation, and poor SNR margin. Do you have better results using another ADSL modem ?
