ARP problem with ISR4431

we have the ISR4431 as the internet router connected on the inside from an ASA 5525X

on the ASA a number of networks/devices are Natted to different public IP addresses

as below

Now when we upgraded the OS on the ASA from 953 to 963 we could no longer get Internet access

even though the IP addresses were still in the arp cache

going back to 9.5.3 everything was ok again.

to get over this when we upgraded to 963 we had to send the following command from the  ASA

debug menu ipaddrutl 6 xx.xx.xx.17

would clearing the ARP have the same effect?
