Option 1 will cause all outbound traffic to go through the HSRP active device, assuming the HSRP virtual IP is the gateway for Internet-bound traffic. This would not have any effect on how inbound traffic is routed.
Option 2 will be good for ensuring a single router is kept online as much as possible. This has no effect on how traffic flows.
Option 3 would allow you to control how outbound traffic goes out to the WAN down to a prefix-by-prefix level if you wished. Also, if your carrier allows it it can be used to influence how inbound traffic is routed to you. One caveat here is that the convergence of BGP routing can be somewhat slow unless specifically tuned or paired with something like BFD so this does not necessarily have a direct impact on improving WAN availability.
With all that said it's hard to state how you should choose because of the many factors that would ultimately go into making this decision, such as hardware cost, circuit costs, circuit reliability, carrier relationship, etc.
