ASR 903 upgrade: ISSU compatibility check failed

Dears,

I am facing the below error with ASR903 upgrade even i am following the procedure in the below document.

Error message:

--- Starting ISSU compatibility verification ---
FAILED: ISSU compatibility check failed
*Dec  4 11:20:33.950: %INSTALL-3-OPERATION_ERROR_MESSAGE:  SIP1: provision.sh:  Failed to install package stby-bootflash:Image/*rsp3-*16.09.01a.SPA.pkg, Error: ISSU compatibility check failedFAILED: Stage 1 for sub-package node ISSU failed

The only difference is that i changed the command of the:

"boot system bootflash:Image/packages.conf"

to

"boot system bootflash:Image/asr900rsp3-universalk9.16.09.01a.SPA.conf"

after i received the below message when i was expanding the package from bootflash:

Router#$file bootflash:/Image/asr900rsp3-universalk9.16.09.01a.SPA.bin
Verifying parameters
Expanding superpackage bootflash:Image/asr900rsp3-universalk9.16.09.01a.SPA.bin
Validating package type
Copying package files

Any one know what is the root cause and how can i fix it

I think i found a work around to the upgrade but not for ISSU !!

  1. Fix the boot system sequence:
    • From:
      • boot system bootflash:Image/packages.conf
      • boot system bootflash:Image/asr900rsp3-universalk9.16.09.01a.SPA.conf
    • To:
      • boot system bootflash:Image/asr900rsp3-universalk9.16.09.01a.SPA.conf
      • boot system bootflash:Image/packages.conf
  2. Save (wr mem)
  3. Reload the router !!

Router reloaded with the new IOS-XE (upgrade from 16.05.01 to 16.09.01a) ...but this is not In-Service Software Upgrade (ISSU) !
