ASR 920 IOS Downgrade

Hi All 

Am trying to downgrade the ASR 920 IOS from 16.12.04 to 16.09.07. I just removed the 16.12.04 from boot and added only 16.09.07 and reloaded the router. But for some reason the 16.09.07 is not been found during the reload (this IOS is in flash) and its picking up only 16.12.04 from flash.

Can someone suggest whats the issue is here?

It shouldn´t be "boot  system  bootflash:asr920-universalk9_npe.16.09.07.SPA.bin

So i got the below in the boot. I believe this correct? Its still showing that error. 

Router#sh boot
BOOT variable = bootflash:asr920-universalk9_npe.16.09.07.SPA.bin,12;
CONFIG_FILE variable does not exist
BOOTLDR variable does not exist
Configuration register is 0x2102

Because the boot variable statement is incorrect.  

The correct syntax is: 

boot system flash bootflash:asr920-universalk9_npe.16.09.07.SPA.bin

If the router is in ROMMON, post the complete output to the command "set".
