ASR1001-X throughput license not applying.

I have two ASR1001-x routers that are not consuming our 5Gbps - 20Gbps throughput license. I already had a 2.5 to 5Gbps license on both routers and recently purchased a 5Gbps - 20Gbps license. When I set throughput to 5Gbps they will consume the 2.5 - 5Gbps licenses. But when I change the throughput to 20Gbps the routers drop the 2.5 - 5 and then show in the smart licensing portal as 2.5 - 20Gbps with a insufficient license message. 

 

I currently have a case open, and have spent a great deal of time trying to figure this out. I had been told that both licenses would be consumed with the same result as having purchased the 2.5-20Gbps throughput license. But it seems the router is trying to use a license I do not have, instead of the ones I purchased.

 

At this point, I am thinking about contacting our vendor to see if an exchange can be made for the 2.5-20Gbps, since that's what the router seems to want and it's the same result.

 

Just for reference. I am currently running 16.09
