Multicast RPF neighbor 0.0.0.0

Hi everyone. Currently I am having issues with client devices(Site A) registering to a server at Site B via multicast.  We are using Pim Sparse-Dense Mode. This deployment works properly at other sites but for some reason at this particular site it doesn't. We are using a 3945 router, and when I issue the command show ip mroute, I notice that all the client devices in the 10.89.24.0 network have an rpf neighbor of 0.0.0.0. These are the devices that I need to get registered to the server. 

What would be causing this issue?

I should also mention that routing is in place between the two sites.
