any suggestion?

Hello,
I am very much afraid that without the help of Cisco TAC, this issue can not be solved. It is quite probable that there is a hardware defect or malfunction, and the device should be replaced. You could theoretically try to dismantle and reseat all modular components in your router, including checking for ICs and their proper seating in their sockets (if there are any), but beyond this - I don't think anyone can help.
I apologize for not being able to help you more.
Best regards,
Peter

Kinda agree with Peter.
However, can you re-seat the RP module and try again?

Thanks Peter and Leolaohoo. We pull up all modules and test on another ASR1002 and all can bootup. So it may the chassis broken. We have to claim RMA..... Anyway thanks your great help.
