ASR1006 Route Processor RP1 Boot issue

I installed a new ASR 1000-RP1 card on my ASR 1006 router but after decompressing the IOS image it displays the following message:

I changed the version of the IOS but still the same problem, to upgrade the ROMMON it is not possible from the rommon.
can someone help me knowing my support contart has expired

The RP WAN PLL has failed initialization because No such device

Where did you get this RP1?  Looks like something is missing.  A memory card or something.

Hi Leo;

it purchased from a Cisco partner in packaging with a 4GB RAM and a 40Gb hard drive preinstalled,
I tried with another RAM it's the same thing.
