bandwidth limiting not working

Hello Expert,

I am trying to configure bandwidth limiting.
I am using a workstation with an address defined in object-group Sec_group to send a large file.
The file transfer did not show any evidence of been limited from the results, no traffic was been defined in the correct category( Class-map: OR_CAM ) and all went to class-default category
I would be grateful if any one can examining same and provide a fix.
Below is relevant configuration I did on the router.
