Bandwidth - WAN

Not sure if this is the best place to pose this question but I am wondering what other people use for % of bandwidth used on a circuit before upgrading?  For Example we run reports that we flag at 65% full.  This just means we will watch the circuit and determine if the traffic is average and watch it before it gets to 70-75 before we talk about upgrading.  I am looking for some kind of "industry" standard that people follow to determine if 65% is a good number.

Traditionally, many seemed to consider bandwidth upgrades when average bandwidth utilization exceeded about 2/3 of capacity.  However, average bandwidth utilization measurement, alone, is really a very poor metric for optimal sizing of bandwidth capacity especially if supporting converged network traffic.
