Use network monitoring tools like MRTG, SOlarwinds etc

there are sevral wyas to minotor the available bandwith on link.
one is manually you can check by doing sh int interface no.
or you can install mrtg which is open source software to monitor and keep record of bandwidth.
or you can install prtg which is window base software for which you have to spend some money.

try doing FTP from ISP network or other network destination u want to test to.
use IE or firefox, that can tell u rate while downloading.

I'd recommend IE over Firefox because IE shows the instantaneous transfer rate rather than the average rate. The average rate Firefox displays is usually too high because the startup rate is typically much higher than the average rate and skews the displayed rate.
