I think it is used to monitor the TX and RX lines of a T1 or E1 port:

Yes,
It is used for monitoring. You should be able to plug in without disrupting service. Usually T1 smart jacks and CSU/DSU also have these. On some you can drop and insert and send test patterns via your test equipment, ie, T-berd 224.

What I understand that when we issue this command , TX & RX ports on card gets internally looped ?
At same time , we can plug in Bert Meter on the port & send test patterns. If we are able to receive the patterns without any errors , this confirms that port is working fine. Is there any special port available on card since u have mentioned that we can do this activity without affecting our live circuit which is terminated on E1 port of card .
I have visted the URL marked which says that CO or C1 led glows up when this command is issued . which means that some activity is being carried out .
Please confirm on this.
