Best Design for Multicast

Hi Everyone, 

What could you suggest when we always have a PIM neighbor always going down ? Router has no issues, but the ISP is. Kindly advise. Thanks!

Is the routing going down as well or is it just PIM?

Thank you for your response. It is just PIM that is going down.
Can you suggest what else to check ? Or where to go from here ? Thanks!
