What is the best way to direct outbound traffic to an external peers (isp 1) and (isp2) based on ip address?

From Inside to Outside use : Local Prep
From Outside to Inside use : Prepend AS

You could use something like bgp weight on local router or local preferences for an AS to influence how traffic exit out of your AS.
