Can someone explain to me what's the use and effect of the config below. 

 

neighbor x.x.x.x filter-list 1 out

ip as-path acces-list 1 permit ^$

Hi,

with your configuration you are filtering out to your neighbor all the NLRIs not originated from your local AS.
Normally this kind of configuration is usually applied outbound on edge BGP routers towards eBGP speakers.
One reason could be to avoid your AS to be used as transit AS for example if you are dual homed.
