Bought an old Cisco ISR4451-X-VSEC/K9. How to factory reset?

I have tried

>write erase

>reload

It resets the router, but the start up configuration prompt doesn't come. I need it to come. What command should I run?

The router runs Cisco IOS 15.5

still, issue post complete console output for us to understand what was the issue.

Console into the router and reboot the router.  
Post the entire bootup process. 

NOTE:  Do not post screenshots.
