Can a replace a cable on a switched on cisco device?

Hi, 

I have two devices, a Cisco 1941 router connected to a DL600 E Multiplexer using two cables; a serial to V35 cable and a V35 to DB15F cable. 

Do I have to switch off the Cisco 1941 and DL600 E Multiplexer devices before replacing the cables?

you don't have to power off the router to replace serial cables
