lets say i have 2 routers and on router 1 int g0/0 has ip add 192.168.1.1 255.255.255.0
router 2 has int g0/0 ip add 192.168.2.1 255.255.255.0
can i have hsrp on one sub-net like 192.168.1.254 and the second router second hsrp on second sub 192.168.2.254 and the first router acting as a back up for the second router and vise versa

Yes, the routers that participate in the same HSRP must be in the same sub-network.

To my knowledge, the participating router of the same HSRP must be in the same network.
In your case, I usually create a communication vlan between the routers and configure the protocol in the sub-interfaces of the routers, leaving them in the same network.

so what your saying is that hsrp can only back up then are on the same sub-net

No. We cannot have like that because the HSRP was introduced to have a lan kevel redundancy only.
Also hello mechanism of HSRP uses multicast Mac address.
