No its pure layer 2 switch , only 2960s that can operate in layer2/3 are XR models

Most my layer 3 switches are a lot more powerful I have had not got to use one so far but for a small network I cant see why they wouldn't work ok , they are limited though and they are the lowest end layer 3 switch you can buy with going SMB models

For small remote sites or specific Layer 3 zone, it's working very fine. Below the cisco doc with its capabilities:

However if you want to use it as core switch for medium company or even big, it's not the right guy.

What do you mean by Layer 3?
This switch has a LAN Base image that allows some few L3 capabilities, like:
If you want to have dynamic routing protocol, you can't with this model. You need an IP lite image that's only available (if I remember good) with Cat 2960XR.

I'm looking to setup a core switch for a small network. Need ability to inter vlan route and route to firewall and Vice versa. I'm also putting about 30 PoE phones and 4 APs on it. Will it have enough power for these devices?

the phones if there 15.4 watts standard 7942 your good it will only use 462 and you have 750 watts available just make sure the aps don't max out the rest, check what poe they use per unit
