Can a VLAN being extended via VXLAN between data-centers have multiple IP address ranges?
Example of VLAN to be extended:
interface Vlan20
description DATA
ip address 10.84.20.1/24
ip address 10.91.20.1/24 secondary
ip address 10.202.20.1/24 secondary

- Yes , as the vlan is being 'bridged' between data-centers ; in that mechanism the various ip addresses don't matter ,

yes this is supported because the local device takes the frame and it puts it on the VXLAN UDP header.
the L2 VLAN is mapped to a L2 bridge VNID.
