Hi all
Im having an issue with one of my clients, In China, they use an external proxy server that we pay for, however it seems intermittant! Last week I changed the ip its coming from, it worked for a week, now has gone the same, intermittant.
Are the ISP's in China well known for blocking traffic, or dont like proxies etc ?

Yes, that country is very well known for not allowing the Internet to flow freely.

I concur here with Paolo. We have clients who've experienced latency and packet drops to China. Most of the time China peering backbone links are congested.

We had this problem too,
the solution that we did, was spoke with your ISP and rent a "Business Internet Connection", not at same price, with SLA Agreement..
The cost was up to x4 at normal cost..
