How can i add another ISP link to my Cisco 1900 Router Version 15.4 to act as the Failover Link. Is their a license required ?

you can have multiple links without any license but it depends on what way your setting it up whether you need something . some basic forms of failover can be done depending on your setup
if your either getting MPLS or some form of DSL you have options of basic ip sla with pbr failover for DSL links or BGP with MPLS you can have them load balance or active/standby , but to use pbr and bgp you need an ip services license or data license that support it but if its just standard DSL PPPOE etc you could just use ip sla tracking with static routes
