Cisco 1941 not saving running config

Hello I working on setting up a new Cisco 1941 router I just bought and it is not saving my config  when I run copy run start and write memory.  I checked the startup config after running the command and it saves my changes but when I reboot the router it clears all my changes.  I noticed these lines when starting up which I though could be the cause

Upgrade  rommon initialized

Do you change register set ?

I did not myself, just turned in on and logged in with my console cable.  I bought it used though.
